No I don’t think the pairing arrangement is unconstitutional but I do think having the speaker participate in private members’ business and vote on bills (other than as a casting vote) is likely to unconstitutional. I don’t think Rob Oakshott can have it all - parliamentary reform, participation in private members’ business and the speakership. He has to choose how he wants to contribute to the “new paradigm” he speaks so fondly of.
