Anonymous asked: Would forcing litigants who send letters of demand to follow through with litigation should their demand be unsuccessful, be a deterrent to the unsavory but unfortunately prevalent practice of sending letters of demand designed to intimidate and unlikely to succeed were to to progress to litigation?

Any measure that results in more litigation is unlikely to be a good result.
