I didn’t come out until my mid to late 20s, largely because I wasn’t comfortable with my sexuality before then. Indeed, for most of my adult life I considered myself bisexual (although I only told that to a handful of people).
I think some people are genuinely bisexual but I think for many (most?) people it is just easier to self identify as bisexual instead of as gay.
As for when you should come out? Whenever you feel comfortable doing so. It’s deeply personal process and you shouldn’t be pressured into coming out. Also, if you think your family is likely to have a problem with you being gay, it is probably easier to come out once you have left home and are financially independent.
