Arguably the single frame isn't "substantial" when comparing with The Panel and isn't really quality if it is just a single grab out of context from the larger scene - but prerelease many studios get precious about the leaked shots etc and issue take down notices. #LWB486

That’s an interesting question.  It could be argued that if the screenshot was from an important scene could be “substantial”.  It could also be argued that a screenshot is a “photograph” under the Copyright Act 1968 (Cth).  If it is a photograph, of course, any unauthorised reproduction could infringe copyright regardless of the importance of the still to the film as a whole.

It is also worth noting here that copyright in films before 1 May 1969 were protected as as a series of photographs, and therefore a still image from a movie before 1 May 1969 would almost certainly infringe copyright (if copyright had not yet expired).
